Personal Development Incentives

- OVERVIEW
- The purpose of this policy is to provide staff and members of the public a working knowledge of the Division of Child Support Services (DCSS) Personal Development Incentive (PDI) program. The PDI program rewards noncustodial parents (NCPs) who obtain their General Educational Development (GED) certificate or high school diploma (HSD) by reducing the amount of their state owed debt.
- APPLICABILITY
- This policy applies to all Arizona IV-D program staff performing Title IV-D services.
- POLICY
- The DCSS has determined waiving stated-owed debt based upon PDI criteria increases the likelihood of recovering future child support debt and is in the best interest of the IV-D program. The DCSS shall reduce up to $1,000 of qualifying state owed debt upon proof of a valid GED certificate or HSD obtained by the NCP.
- CRITERIA
- Program requests for consideration shall have an open IV-D case on or after July 1, 2014.
- The case(s) shall have a balance owed to the State, which may include arrears, clearinghouse and/or genetic testing fees.
- The DCSS shall obtain from the NCP official transcripts issued by the governing department of education to support the following PDI program achievements:
- A GED certificate earned on or after July 1, 2014; or
- A HSD earned on or after July 1, 2014
If all criteria are not met, the state assigned arrears are not reduced in the IV-D child support case.
- PROCEDURE
- This policy is supported by staff procedures, which identify how action related to this policy will be conducted, including responsibilities, time frames, and required actions. Staff may access the procedures here
